For years redistricting has been erroneously defined as a process of blocks, precincts and geographic boundaries. Very few have understood that these minute details afforded Democrats forty years of political dominance and were the keys to a balanced democracy and furthering a progressive agenda. In fact, much of the Republican Party's legislative victories (1994-2004) can be directly traced to the aggressive and well implemented redistricting programs they executed in 1991 and 2001 that forced Democratic members of Congress and Democratic state legislators into Republican performing districts. Redistricting gave Republicans the ability to win elections and gain power.
The mission of the Foundation for the Future is to assure that legislative redistricting process that follows the 2010 census fairly reflects the interests of Democratic voters across the country. A fair redistricting process will enable the Democratic Party to maintain its majority in the United States House of Representatives and to increase its strength in state legislatures. If successful, the Foundation will allow Leader Pelosi and Democratic state legislative leaders throughout the country to pursue and enact a Democratic legislative agenda fit for the twenty first century.
Since it was formed in 2005 by the American Federation of State, County, and Municipal Employees (AFSCME) and the National Committee for an Effective Congress (NCEC Services), the Foundation for the Future has worked closely with our partners in the progressive community. The National Democratic Redistricting Trust, the Democratic Legislative Campaign Committee (DLCC), the Democratic Congressional Campaign Committee (DCCC), and the Democratic Governors Association (DGA) have partnered with us to ensure that Democrats nationwide are fully prepared for the upcoming redistricting fight.
The Foundation for the Future, the center of Democratic redistricting efforts in 2011, has developed this Resource Center to help guide all members of the Democratic community through the census, reapportionment, redistricting and the legal battles that we must fight to ensure fair representation for all Americans.
